Țuca Zbârcea & Asociații has announced as of January 1, 2025, Șerban Pâslaru will officially assume the role of Equity Partner, joining the firm’s management committee comprised of its eight founding partners: Florentin Țuca, Gabriel Zbârcea, Ștefan Damian, Cornel Popa, Sorin Vlădescu, Răzvan Gheorghiu-Testa, Ciprian Dragomir, and Robert Roșu.
Șerban Pâslaru has been a Non-Equity Partner since 2009.

A leading specialist in public procurement, concessions, and public-private partnerships (PPPs), Șerban Pâslaru has played an instrumental role in numerous high-profile projects, including large-scale investments in social infrastructure, telecommunications, transportation, utilities, and national defense.
Additionally, Pâslaru’s expertise in labor law has seen him successfully navigate complex matters such as workforce restructuring, collective bargaining, and business transfers.

A graduate of “Nicolae Titulescu” University in Bucharest and a member of the Bucharest Bar since 2002, Pâslaru is also actively involved in professional associations such as Multilaw, the European Employment Lawyers Association (EELA), and the HR Club.
