Biris Goran continues expanding its team which now comprises Marius Scheaua, Paula Dicu and Daiana Miu who joined the law firm this fall.
Marius Scheaua, now part of Biris Goran’s litigation team, has over 23 years of experience in all forms of litigation, with focus on civil law, commercial law, companies’ law, and administrative law disputes at all levels of Court. He has authored “The Companies Law no. 31/1990” and he has also coordinated and co-authored “The New Civil Code with Comments” which is currently being edited. Apart from commercial law, Marius Scheaua is specialized in civil liability (medical malpractice) litigation and collaborates with the European Group of Research in Civil Liability and Insurance (GRERCA) team in France. In parallel to his legal career, for 13 years, he has been Editor-in-Chief of several legal magazines such as “The Romanian Magazine of Business Law”, “Juridical”, and “The Weekly Pandects”, as well as Director of “The Romanian Pandects Magazine”, between 2006 and 2010.
Paula Dicu returns to Biris Goran to head the Public Procurement Practice after completing her LL.M. studies at the University of Vienna, her master thesis focusing on the enforcement of State Aid rules within the EU public services sector. With more than 11 years of legal practice, Paula’s expertise covers the field of public procurement and concessions, being able to advise across the entire lifetime of a project ranging from the assistance for the bid preparation and submission phase with the conclusion and implementation of the public contract. Included in this advice are all legal matters which are directly or indirectly connected with the award and performance of a public projects such as the clarifications submitted to the contracting authorities, the preparation of the claims submitted before the National Claims’ Settlement Council, negotiations for signing the contract or the addenda, communications with the contracting authority concerning various implementation matters or negotiations with the associates or subcontractors, as well as possible litigation. Paula is also qualified to provide advices on State Aid legal matters concerning the financing of public services within EU.
The third newest member of Biris Goran team is Daiana Miu who joined the law firm in October 2014 as junior associate after serving as an intern during last summer. She focuses on corporate law, real estate matters and litigation. Daiana graduated from the Faculty of Law at the University of Bucharest in 2014 and successfully entered the Bucharest Bar as stagiaire the same year. She spent one semester at the Erasmus University of Rotterdam, studying International Public Law, International Arbitration and Maritime Law. She is currently a master’s degree student at the University of Bucharest with a focus on International Arbitration.
